C I T Y R E V I E W: News highlights from the City Council Meeting of 27 September 2012

APPROVAL OF FUNDING FOR MAMRE FESTIVAL, MITCHELLS PLAIN FESTIVAL AND CAPE TOWN GUN RUN

Council adopted a recommendation to approve funding for three events on the Cape Town events calendar, while a separate process is underway to review the City’s Events Policy. The primary aim of the review is to assess the selection and approval of event funding. In the interim, the City has received a number of ad-hoc event proposals and requests for funding. A large proportion of these requests have been for annual events that have traditionally enjoyed City support.

Council approved:

  • funding of R220 000,00 for services for the Mamre Festival;
  • funding of R110 000,00 for services for the Mitchells Plain Festival;
  • that the grant-in-aid for the Mitchells Plain Festival to the value of R110 000,00 be reviewed and rescinded, as it was felt that it would be more advantageous to support the event organiser with logistical arrangements;
  • funding of R50 000,00 for services for the Cape Town Gun Run.

REDEVELOPMENT OF BEAUFORT HOUSE SITE FOR ELECTRICITY DEPARTMENT

A meeting of Council approved a proposal to redevelop the City’s Beaufort House site for the relocation of the City’s Electricity Depot on the Strand Street quarry site (Hudson Street Depot). Of the five sites considered, only Beaufort House met the depot’s accommodation requirements. It is suitable for development and is situated centrally and on good distribution roads to serve the CBD and the Atlantic Seaboard. Council approved that authority be granted for the transfer of the affected erven to the Electricity Services Department on the obtaining of the relevant approvals required for such a project to proceed. A Heritage Impact Assessment was carried out in order to clarify the status of Beaufort House and Jazz House, it was recommended that the latter be demolished). Future building(s) will also be required to comply with Green Buildings Africa guidelines.

ONGOING MAINTENANCE AND REHABILITATION OF WITSANDS LANDFILL SITE

Council approved a proposal that the City enter into a Memorandum of Agreement (MoA) with the Kommetjie Environmental Action Group (KEAG) for the ongoing management and rehabilitation of the Witsands Landfill Site. As part of the MoA, funds will be transferred (R200 000,00 ex. VAT per year, for three years) to KEAG. The management and maintenance of the site has been a highly successful project by the City since 2008. The successes include, amongst others:

  • No significant waste breaches since 2008;
  • The return of a highly functional mobile dune system on Witsands Beach;
  • A predominantly litter-free environment;
  • The creation of 4 700 work-day opportunities; and
  • The removal of over 5 300 black bags of litter to the appropriate disposal site.

SPATIAL DEVELOPMENT PLANS AND ENVIRONMENTAL MANAGEMENT FRAMEWORKS: KHAYELITSHA, MITCHELLS PLAIN, GREATER BLUE DOWNS, BLAAUWBERG, CAPE FLATS AND TYGERBERG

Council approved the Spatial Development Plans and Environmental Management Frameworks for Khayelitsha, Mitchells Plain, Greater Blue Downs, Blaauwberg, Cape Flats and Tygerberg. The compilation of these plans aims to support the process of rationalising the metropolitan and sub-metropolitan system of spatial plans. This will in turn contribute to a coherent, policy-driven decision-making framework, which aims to create an enabling environment in order to attract investment and generate economic growth and job creation.

SERVICE LEVEL AGREEMENTS WITH PROVINCIAL GOVERNMENT OF THE WESTERN CAPE GLOBAL FUND GRANT FOR ARV PROGRAMME IN KHAYELITSHA

Council adopted a proposal that the service level agreement for the Global Fund Grant Anti-retroviral programme in the Khayelitsha area for the PGWC 2012/2013 financial year be approved. The Executive Director: City Health will be authorised to sign the agreement on behalf of the City. The agreement seeks to record the conditions of the Global Fund Grant to the City. The funding has been included in the City Health Directorate’s 2012/13 operating budget that was approved by Council as part of the 2012/13 budgetary process.

REPORT ON THE PROPOSED THREE-YEAR MANAGED PARKING TENDER

Council adopted a report on the public participation process feedback received relating to a proposed three-year managed parking tender. Recommendations were made in terms of both new and existing on- and off-street areas to be included in the proposed tender. Further recommendations were made regarding after-hours, weekend and holiday-period managed parking.

MyCiTi: FINANCIAL COMPENSATION PAYABLE TO DIRECTLY AFFECTED MINI-BUS TAXI OPERATORS AND AMENDMENTS TO COMPENSATION POLICY

Council noted a report detailing amendments that have been made to the Compensation Policy as per the MyCiTi Business Plan for financial compensation payable to directly affected mini-bus taxi operators as part of Phase 1a of the roll-out of the MyCiTi service. The amendments were made by the Executive Director: Transport Roads and Stormwater, in consultation with the Chief Financial Officer in terms of delegated authority. The amendment to the policy and the method of delegation did not result in an increase to the amounts for compensation, as previously approved by Council.

PARTNERSHIP BETWEEN THE CITY AND THE UNIVERSITY OF CAPE TOWN ON THE UNFINISHED FORESHORE FREEWAY

Council approved the formation of a partnership between the City’s Transport, Roads and Stormwater Directorate and the University of Cape Town, relating to design ideas for the unfinished highway on the Foreshore. In terms of the partnership, students will review and consider existing proposed conceptual design reports of the incomplete sections of the Foreshore Freeway and draft proposals for the unfinished sections taking into account its importance and critical function not only in improving access to the city, but also improving living and working conditions for people in the CBD and surrounds. The City will issue a public tender in 2014, based on the design proposals made by the students.

ACTION MEMORANDUM BETWEEN PRASA, METRORAIL AND THE CITY OF CAPE TOWN

Council adopted a draft Memorandum of Action between the City of Cape Town, the Passenger Rail Agency of South Africa (PRASA) and Metrorail: Western Cape. In past months, the City has achieved great success in securing a more constructive working relationship with Metrorail and PRASA. This is being done with the objective of improving the quality of public transport provided to Capetonians. The Memorandum seeks to confirm the responsibilities and expectations of the three parties so as to jointly deliver a quality public transport service. The aim is for the Memorandum of Action to be signed on 18 October 2012, as a prelude to the launch of the City of Cape Town’s Transport Authority.

UPDATE ON THE 2006 KOEBERG NUCLEAR POWER STATION TRAFFIC EVACUATION MODEL

Council adopted the updated Koeberg Nuclear Power Station Traffic Evacuation Model Report, and agreed that it be forwarded to the National Nuclear Regulator for approval as component of the Integrated Koeberg Nuclear Emergency plan. The updated report will also be sent to Subcouncils 1, 3 and 7 for noting. The update of the model will ensure that the City and relevant stakeholders are appropriately prepared in the event of an incident.

  CITY OF CAPE TOWN’S PARTICIPATION IN THE ANNUAL CAPE TOWN FASHION WEEK FROM THE 2012/13 TO 2014/15 FINANCIAL YEARS

Council approved a recommendation that the City enter into a Memorandum of Agreement with Africa Fashion International (AFI) – the organisers of Cape Town Fashion Week. The hosting agreement will cover three financial years, from 2012 to 2015. A disbursement of R 3,75 million will be made to AFI during the three years. AFI is the sole rights-holder for the Cape Town Fashion Week and is working with the City to showcase fashion, design and development of the industry.

This agreement aims to establish Cape Town as an iconic capital on the world fashion stage. The City is participating with Mercedes Benz as the naming rights sponsor of the Mercedes Benz Cape Town Fashion Week. The City continues to use its resources to help showcase its events capacity across a variety of industries. In the last month, the City played host to the advertising industry by hosting the Loerie Awards; partnered with a number of heritage organisations to co-host the National Heritage Week; and hosted the Cape Town Marathon, all of which is part of the City’s commitment to creating opportunities and growing key industries.
